Our Vision

A healthy Murray Darling Basin supports thriving communities, economic development and sustainable productivity.

Our Purpose

To provide effective representation of local government and communities at state and federal level in the management of Basin resources by providing:

  • information

  • facilitating debate

  • seeking to influence government policy.

Our Objectives

To achieve our purpose, we will:

  • advocate on behalf of Basin communities

  • use local knowledge and expertise to fully understand regional issues

  • act as a two-way conduit for information and discussion between our communities and governments

  • encourage and facilitate debate about the things that matter for the Basin’s future

  • explore options to achieve sound solutions to regional issues

  • test information to ensure a sound base for those options

  • be an educational resource for the Basin.

THE BOARD

The MDA Board is comprised of each of the chairs of the Regions of the MDA.

On an annual basis, at a Board Meeting, the Board will elect a President, a Vice President, and a Treasurer, to serve for the financial year.

THE TEAM

National President

A strong voice for open, transparent government, particularly through the effective use of community engagement and real community representation, Shari was elected as National President in 2025, and re-elected in 2026.

Shari has brought greater focus on governance and Board engagement, and policy reviews.

Tim Zeller

Communications and Engagement Officer

With a passion for the rivers and communities of the Murray-Darling Basin, Tim is thrilled to play a vital part in representing the Basin and its communities in such a crucial time.

Tim brings with him a history of client relationship management, advocacy, visual marketing, and product management. Since joining the Association in 2021, Tim has assisted in the planning and operation of 6 National Conferences, Basin-wide Workshops, Water Forums, and has assisted the Board of Regional Chairs.

THE CONSTITUTION

In 2014 the Board resolved to review the Constitution (2006) for compliance with current legislation under which the Association is incorporated, the Associations Incorporation Act 2009 (NSW).

The objectives of the review were to:

  • resolve all ambiguity as to membership rights and voting entitlements,

  • establish a voting structure that provides equity for members, and re-established the primacy of purpose being to ensure local government has an active voice at the state and federal level on Basin related issues, and

  • to retain wherever possible the founding intent and principles articulated in the existing constitution.

Andrew Sherman, an awarded expert in Local Government Law and Water Law of Russell Kennedy Lawyers provided legal advice drawing on both his expertise and the many years of association with the MDA. Andrew worked with the MDA executive, to draft the document. In 2015/16, an extensive consultation was undertaken with members across the Basin to ensure a collaborative approach delivered a constitution to meet the needs and expectations of the organisation and its members, now and into the future.

On October 26, 2016 at the 72nd Annual General Meeting of the MDA in Dubbo, the Murray Darling Association Inc Constitution 2016 was adopted. The constitution may be amended from time to time in accordance with the prescribed rules.
